Offer Normaliser — methodology, public on purpose

You already hold 2–4 quotes for the same project. The hard part is not reading them — it is knowing whether a 30% price gap is a real price difference or a scope difference. This tool normalises scope first, then states the like-for-like €/kWh.

What it does

  1. Scope normalisation — for each offer, what is included and excluded (supply, installation, commissioning, O&M, grid connection, warranty years).
  2. Scope-adjusted €/kWh — strips the monetisable scope differences before stating a comparable figure.
  3. Assumption differences — cycle count, calendar years, DoD, thermal management, grid scope, whether O&M is bundled.
  4. Gap list — what one offer lacks that another has.
  5. Non-comparable items — and why they cannot be compared (different capacity, different duty cycle, missing data).

What it never does

It never ranks vendors, never says which is better, never scores. Vendor names appear only because they are in the documents you uploaded. The tool normalises; you decide.

How figures are derived

Every €/kWh figure is stated with the normalisation it rests on. If a number cannot be derived from the document, the field is left empty and the gap is listed under Could not determine. No figures are invented.

Uncertainty

Anything that cannot be determined — a scanned document with no extractable text, a price that mixes currencies, a missing data sheet — is listed explicitly with the reason.

This is an automated first-pass screening. It is not legal advice, not investment advice, and it does not replace a procurement adviser or a lawyer. It exists to put the three quotes in front of you on one comparable table.
